Step 1: Start off with your basic fabric. You can use a pattern to cut out a basic skirt shape, or improvise a bit.
If you're using a pattern, just follow the directions for the pattern, then skip to step three once your skirt is done. Make sure the pattern you use is for a poofy skirt that goes outwards, not a pencil skirt.
If you're improvising, then here's some guidelines:
1. Cut your fabric into a half circle (1 foot wide, 4½ inches long US).
2. Cut the left and right sides with a diagonal angle (see picture 1).
Step 2: If you're using a stretchy fabric that can slide off and slide on your doll, sew the back into a skirt. If you're not, then attach some velcro onto the back for easy taking off and on.
Step 3: Grab your fabric scissors and start cutting from the front of the skirt. Don't get scissor happy -- do little by little, and once you're done, it should look something like picture 4 (or even better!).
Step 4: Try the skirt on your American Girl Doll. Make any adjustments if needed. Pair your doll's brand new skirt with a cozy sweater or a basic tee and you're done!
